Council Work Session
July 20, 2004
Council
President Norman Pinder convened the work session at
5:00pm
in the Town Hall. Donna Turner, Council Member Vice President, Mary
McCarthy, Council Member, Richard Conti, Acting Town Manager, Stephen
Kehoe, Town Attorney, and Deana Ashley, Clerk, were present.
Business:
1.
Second
Reading
of Ordinance 06-04,
Hammond Street
Easement – The clerk read the title of the ordinance into the
record; Mr. Kehoe described
the easement requirement. Mrs.
Turner made a motion to accept the second reading; Mrs. McCarthy seconded
the motion. The Council voted
unanimously in the affirmative to approve the second reading of ordinance
06-04. (3 ayes)
2.
Ridgeview Town Homes,
Public Works Agreement - The Council discussed the need for a public
works agreement with Mr. Bozek for the proposed infrastructure and road
work. Mr. Conti and Mr. Kehoe
would further the draft document and discussions with the builder.
3.
Special Exemptions to
Building Moratorium – The Council reviewed projects including the
Centreville Rotary House, Hospice and others in regards to requesting
special exemption from MDE and the building moratorium.
The recommendation was letters drafted by the parties forwarded to
Jim Deeter of MDE.
4.
Comprehensive Plan
Update – Mrs. Turner reviewed the project status and suggestions
that items such as the sewer capacity plan and affordable housing be
included for consideration.
Motion
to Adjourn to Closed Session:
There being nothing further to discuss, the meeting was adjourned
by unanimous vote to go into closed session to discuss pending litigation
at
5:30 pm
